WIPO China: WIPO GREEN City Acceleration Project Supporting Green Tech IP Strategy

2025年4月29日，WIPO GREEN城市加速北京专场活动（2025）在京举行。本次活动以“绿色创新、科技与知识产权加速”为主题，由世界知识产权组织中国办事处和北京市知识产权局主办，中关村创蓝清洁空气产业联盟承办。产权组织助理总干事马尔科·阿莱曼、WIPO GREEN 中国大使邹凌、产权组织中国办事处主任刘华、北京市知识产权局二级巡视员陈威等发表致辞。

Beijing, April 29, 2025- The WIPO GREEN China City Acceleration Beijing Event 2025 was held in Beijing. The event themed " Green innovation, Technology and IP Acceleration ", was co-hosted by the World Intellectual Property Organization (WIPO) Office in China and the Beijing Municipal Intellectual Property Office (BMIPO) with assistance of the Bluetech Clean Air Alliance (BCAA) as the organizer. Mr. Marco Aléman, Assistant Director General of WIPO, Mr. Zou Ling, WIPO GREEN China Ambassador, Ms. Liu Hua, Director of the WIPO Office in China (WOC), and Mr. Chen Wei, Second Level Inspector of BMIPO addressed the event.

马尔科·阿莱曼在视频致辞中指出，2022年中国吸引全球能源转型投资达5460亿美元，占全球总量近半；2022年环保产业注册企业达2273家，近五年提交150,000件绿色专利申请，尤其在太阳能、电池和电动汽车领域成果显著。中国持有全球超三分之一可再生能源专利，创新生态持续升级。

Mr. Marco Alémanhighlighted that in 2022, China attracted USD 546 billion in global energy transition investments, accounting for nearly half of the global total. That same year, China’s environment protection sector saw 2,273 newly registered enterprises, with over 150,000 green patent applications filed in the past five years, particularly in solar energy, battery, and electric vehicle technologies. China holds more than one-third of the world’s renewable energy patents, with its innovation ecosystem advancing ambitiously and sophisticatedly.

他强调，知识产权是绿色科技企业规模化发展的关键。由产权组织、北京市知识产权局及创蓝清洁空气产业联盟合作的中国绿色科技中小企业知识产权战略辅导专项，为中国企业提供定制化知识产权支持，助力专利质量提升、市场能力强化，并为创新驱动增长奠定基础。

He emphasized that intellectual property (IP) is pivotal for green tech enterprises to achieve scalable development and substantial impact. The IP Management Clinic (IPMC) program, jointly launched by WIPO, the Beijing Intellectual Property Office, and the Blue-Tech Clean Air Alliance, provided tailored IP support to Chinese green tech companies. Notable outcomes include increased patent filings, strengthened market positioning, and foundational work for future business growth.

邹凌表示，创新与知识产权是解锁绿色未来的关键钥匙。中国作为绿色技术创新的引领者，在2016-2023年间，贡献了全球43.5%的绿色低碳专利申请，为绿色转型提供了强劲动能。北京成为WIPO GREEN城市加速项目首个试点以来，已书写了多项里程碑，包括与政府、企业、高校共建合作生态与战略网络，加速技术跨界融合与转化落地，并通过知识产权战略辅导为中小企业绿色发展赋能。WIPO GREEN将继续深化加速项目，扩大全球合作，优化服务生态，使知识产权持续成为绿色创新的催化剂，为绿色未来贡献更多智慧与力量。

Mr. Zou Ling emphasized that innovation & IP are the keys to unlocking a green future. China, as a leader in green technology innovation, contributes 43.5% of the world's green and low-carbon patent applications between 2016-2023, providing strong momentum for green transformation. Since Beijing became the first pilot of WIPO GREEN City Acceleration Program, it has reached a number of milestones, including building a cooperative ecology and strategic network with government, enterprises and universities, accelerating cross-border integration and transformation of technologies, and empowering SMEs' green development through strategic IP coaching. In the future, WIPO GREEN will continue to deepen accelerated projects, expand global cooperation, optimize service ecosystems, make IP a catalyst for green innovation, contributing more wisdom and strength to a green future.

刘华在致辞中指出，第四次工业革命正由“数字时代”与“深层科学”两大创新浪潮驱动，其融合加速为应对气候变化、实现可持续发展目标提供了关键机遇，例如人工智能优化能效与新兴生物技术开辟低碳转型新路径。她强调，中国已将绿色低碳技术列为战略重点，并通过WIPO GREEN平台上传1.2万项绿色技术，助力全球可持续发展。刘华表示，产权组织中国办事处将持续深化工作赋能创新主体，包括加强伙伴关系以适应新技术规则变革，支持中小企业提升国际影响力，推广产权组织平台，并强化能力建设培训。

In her remarks, Ms. Liu Hua noted that the Fourth Industrial Revolution, driven by the “Digital Era” and “Deep Science” innovation waves, presents critical opportunities through their accelerating convergence to combat climate change and achieve the Sustainable Development Goals, exemplified by AI optimizing energy efficiency and emerging biotechnologies opening new low-carbon pathways. She emphasized that China has made green and low-carbon technologies a strategic priority and utilizes the WIPO GREEN platform to showcase 12,000 green technologies, supporting global sustainable development. Ms. Liu stated that the WOC will continue its work to empower innovation stakeholders by strengthening partnerships to adapt to frontier technology rules, supporting SMEs in enhancing their international visibility, promoting WIPO platforms, and enhancing capacity-building training.

陈威在致辞中指出，自2021年北京启动WIPO GREEN全球首个城市加速项目试点以来，项目已初步搭建技术对接网络，并通过中国绿色科技中小企业知识产权战略辅导专项（IPMC）推动实质性成果落地。截至2024年底，累计促成10组技术合作，其中3组实现商业化应用；IPMC专项已为25家企业制定知识产权战略路线图，指导多家企业开展国际专利布局及技术秘密管理，助力中小企业知识产权战略升级以及绿色技术落地应用实现实质性突破。

Mr. Chen Wei highlighted in his remarks that since the Beijing pilot of WIPO GREEN City Acceleration Project was launched, the initiative has made important strides in building a technology matchmaking network. It has also delivered tangible outcomes through the IPMC program for green technology SMEs in China. By the end of 2024, the project had facilitated ten sets of technology cooperation agreements, three of which have already been commercially implemented. Under the IPMC program, tailored IP strategy roadmaps were developed for 25 enterprises, guiding several of them in pursuing international patent filings and managing trade secrets. These efforts have significantly enhanced SMEs’ IP strategies and driven meaningful progress in the deployment and application of green technologies.
